Suitability assessments for applications for full registration

All teachers seeking to apply for full registration with the GTC after 1 August 2007 will be assessed to see if they are suitable for registration. 

All applicants will be required to complete a suitability declaration, which will enable the Council to identify any matters that could impede registration. This process will sit alongside the checks already undertaken by the Council as to whether applicants have QTS and are not subject to barring by the Secretary of State.  

Matters that could affect registration include serious criminal offending or action by other professional regulators: for example, where an overseas teaching regulator has removed a teacher from its register.

All teachers seeking to apply for full registration with the GTC after 01 August 2007 will be assessed to see if they are suitable for registration. The Education Act 2002, Schedule 12 makes provision for a person’s suitability to be considered in relation to their eligibility for full registration with the GTC. These requirements will cover criminal offences and other serious matters which might impact upon a teacher’s suitability to register.

A teacher who fails to meet the GTC’s suitability requirement will not be eligible for registration with the GTC and will not be able to take up a post as a teacher in any establishment where full registration with the GTC is a requirement. There will be an appeals process for failed applicants to contest the assessment.

All teachers seeking full registration with the GTC after 1 August 2007, need to be deemed suitable for registration with the GTC. The Education Act 2002, Schedule 12 makes provision for a person’s suitability to be considered in relation to their eligibility for registration with the GTC.

You must complete the Application to Register form including the Suitability Declaration in part 3. Please ensure that you answer all the questions in the declaration. If you need to provide any further information please return it with the completed Application to Register form.

We will review the information you have provided and will investigate any relevant information to establish your suitability status. This may mean seeking further information from the police or other body, such as another regulator.

A one-off offence relating to

  • road Traffic Offences
  • driving a motor vehicle with excess alcohol
  • failing to provide a specimen for analysis
  • driving without due care and attention
  • drunk and disorderly
  • being drunk at a sporting event
  • using a vehicle whilst uninsured
  • in charge of a mechanically propelled vehicle whilst unfit through drink
  • possession of a Class C drug

will not be considered as behaviour incompatible with being a registered teacher. However, you must still declare these convictions on the declaration with the exception of parking tickets and fixed penalty road traffic offences.

Deliberately omitting your convictions or other relevant information will result in you making a false declaration. Any false or incomplete declaration will be considered by the Council under its regulatory procedures.

We will review the information you have provided and determine whether you meet the GTC suitability criteria. If you are deemed suitable for full registration you will be registered. If you are deemed unsuitable you will be ineligible to register. In both situations you will receive written confirmation from the GTC.

In cases where a person’s suitability requires investigation details are submitted to the GTC Suitability Assessment Panel. The panel will determine whether suitability can be confirmed or may request further investigation before a determination can be made.

The right of appeal is to the High Court within 28 days from the date on which notice of the decision was served.
