The General Teaching Council for England met on Tuesday 27 January 2009 at Woburn House, Tavistock Square, Bloomsbury, London, WC1H 9HQ.
Council approved the minutes of the previous meeting as an accurate record subject to some minor amendments, and noted the standard decision tracking paper setting out progress in actioning previous decisions. Council received a schedule of the Chair’s and Vice Chair’s business since the last Council meeting and feedback from Council representatives on outside bodies.
Council received a verbal report by the Chief Executive, Keith Bartley on key activities since the last meeting.
Council noted the paper Perceptions of the General Teaching Council for England which reported on the findings of an Independent Perceptions Audit conducted by Rand Europe. Council noted the information contained within the report and that budgetary provision has been made for a further report in 2010-11. Council agreed that the full report be released for publication by RAND Europe once the process of feedback to participants has been completed.
Council approved the draft Corporate Plan which summarised the Council’s work for the next three years.
Council received a paper on the Budget Strategy, Registration Fee and Corporate Plan for 2009/10. Council reviewed the budget strategy as set out in the report and noted the revised TLA budget. Council endorsed the maintenance of a general reserve of approximately three months operating expenditure and the proposed changes to designated reserves. Council approved the draft budget for 2009-10 and a registration fee of £37 which will be the level for the next three financial years.
Council received a paper on the Teaching in 2012 Programme and Stakeholder involvement and agreed the mechanisms for involving Council Members and other stakeholders in contributing to the work of the Teaching in 2012 programmes as set out in the paper.
Council noted the Summary of work of Committees and agreed the various recommendations within the paper including the process for electing the Chair and Vice Chair of Council for the two year period from 1 September 2009.
Council noted a report on Performance Monitoring Q2 2008-09 which was brought to inform Council of progress achieved in quarter 2 2008-09 in implementing the 2007-10 GTC Corporate Plan.
Council noted a Financial Monitoring paper which was based on expenditure and fee income to 31 December 2008.
Council met in private session and agreed the suggested Procurement of the Print and Distribution Services and the award of a three year contract subject to agreement of contract terms.
