Ofsted School Workforce Remodelling report

GTC Chief Executive Carol Adams responds to the Ofsted report (12 Dec 2005).

Ofsted published its report on remodelling the school workforce on December 9, 2005. The report provides evidence of the progress made in implementing phases one and two of the national workforce agreement, put into place in January 2003. It is based on inspection visits conducted between September 2004 and April 2005 to a range of schools of different age groups, including special schools, and in a variety of locations from rural to inner city.

Carol Adams, Chief Executive of the General Teaching Council for England said in response to the report: 

“The report highlights some very positive examples of good, imaginative practice that need to be actively disseminated to schools. However, it is worrying that head teachers and senior managers are not (yet) benefiting from workforce remodelling. This report was compiled from visits conducted six to 16 months ago and we know that many leadership teams are even more pressurised than before because of the work involved in introducing teaching and learning responsibility allowances. This makes it all the more urgent that attention is given to increasing the support available to head teachers and senior managers. It will be important too for schools and local authorities to find simple ways to evaluate the impact of the reforms on standards.”
