Who sits on the Council?
Of the 64 members:
- 25 are teachers, directly elected by registered teachers to serve for four years
- 9 are nominated by teacher trade unions and associations
- 17 are nominated by other organisations connected with teaching such as children's charities, governors' organisations, equality organisations and others
- 13 are appointed, following public advertisement, for periods of two to five years. dure Parent governors are included in this group.
Two thirds of Council members are practising teachers. The elected teacher representatives serve for four years, with the next elections due in 2008. The Council is led by a chair and vice chair elected from within the Council to serve for two years.

What does Council do?
The full Council meets four times a year at various venues across England. Council sets the overall policy direction for the GTC and ensures that it works effectively. An event is held before each Council meeting where Council members have an opportunity to meet teachers in the locality to discuss current issues.
Each Council member is assigned to a policy group or committee to develop GTC policy and carry out its regulatory role. Each of the four Council committees has an essential role to play in supporting and regulating teachers:
- Registration and Regulation oversees everything relating to the GTC's registration and disciplinary roles. It develops policy and approves changes to the Registration rules, and it oversees the Teacher Enquiry Service and the GTC's role in awarding Qualified Teacher Status.
- Audit, Monitoring and Review assesses the overall performance of the GTC in meeting the targets in its corporate plan.
- Finance and General Purposes monitors all management issues in the Council including Finance, Members' Services, IT, Human Resources and Communications.
- Policy and Research develops the overall policy and research strategy for the GTC. This includes the strategy for offering formal advice, the research and intelligence base and developing professional networks and policy services.
- Co-ordinating Committee. In addition, the Council has a co-ordinating committee which brings together the chairs of the other major committees, plus six other members, to look at strategic issues such as the corporate plan for the Council and its communications work with teachers, parents and other partners.
Council Members play a major role in the Council's regulatory work. They spend around 12 days per year sitting as Members of an investigating or disciplinary committee considering the cases of teachers whose professional conduct or competence may not be acceptable.
Members take part in teacher and head teacher gatherings in schools and local authorities. Members meet with trainee and newly qualified teachers at local level explaining the role of the GTC and the options that teachers have to get involved in the work of the Council.
