The response drew on the GTC's proposals, developed to support assessment arrangements throughout Key Stages 1-4. The GTC has expressed concern about how assessment at Key Stage 3 could be quality assured in a policy environment in which there had been no lead in to prepare schools for such a radical degree of change.
