Factors contributing to the referral and non-referral of incompetence cases to the GTC

This report presents the findings of a research study exploring factors affecting referral to the GTC for incompetence. The study was conducted by the National Centre for Social Research (NatCen) and commissioned by the GTC in collaboration with the Department for Children, Schools and Families (DCSF).
The purpose of the research was to understand the reasons for the patterns of referral to the GTC for incompetence, and to facilitate an understanding of what the GTC, DCSF and others need to do to bring about a consistent approach to making referrals.
The report explores factors contributing to referral and non-referral of
incompetence cases to the GTC from a range of perspectives – including local authorities, head teachers, governors, teachers’ union representatives, supply agency managers and national stakeholders – and in a range of circumstances.
The report includes a study into the behaviour of employers in relation to referrals for incompetence, and explores the different decision-making processes and motivational factors influencing these behaviours.
