Proposed new regulations due to be introduced from 1 September 2008 will require anyone commencing a course of initial teacher training (ITT) in England leading to the award of Qualified Teacher Status to be provisionally registered with the GTC. The new regulations will be subject to full consultation.

Students will need to complete a suitability declaration enabling the Council to identify any matters which could impede registration.

Provisional registration will bring trainee teachers into the regulatory framework along with fully registered teachers.
The GTC is currently developing a system of provisional registration, working together with:

• the Department for Children, Schools and Families (DCSF)
• the Training and Development Agency for Schools (TDA)
• The Universities Council for the Education of Teachers (UCET)
• Higher Education Statistics Agency (HESA) 
• ITT providers, and
• the Universities & Colleges Admissions Service (UCAS).
