It is proposed that from 1 September 2008, new regulations will be introduced that require trainee teachers to be provisionally registered with the GTC. The new regulations will be subject to full consultation.
In preparation for the introduction of provisional registration, those applying to commence their teacher training in September 2008 will need to have their suitability confirmed before they start the course so they can be provisionally registered with the GTC within the 28 day registration period (this being the 28 days after their course has started).
ITT providers will be asked to issue Suitability declaration forms as part of the admissions process and trainees will need to return their completed forms to the provider.
Guidance has been issued to explain how ITT providers should implement suitability assessment and deal with any forms returned with a ‘Yes’ answer. It is anticipated, however, that only a very small number of cases will need to be referred to the GTC.
Only the GTC can deem a trainee unsuitable for registration with the Council.
Provisional registration will bring trainee teachers into the same regulatory framework as fully registered teachers. This means that any trainee can be referred to the GTC following a conduct matter that has led to the trainee leaving the course.
When a trainee has been awarded QTS they will become eligible for full registration with the GTC.
In order to ensure that the process operates smoothly it is intended that they will automatically progress to full registration on award of QTS.
We do not anticipate that the role of the provider will extend beyond the reporting of results to the GTC.
