A code helps defend the boundaries of the profession, by setting standards which can be upheld through regulation. For teaching, teachers can be referred to us following dismissal (or resignation when dismissal was possible) for misconduct or incompetence, or for criminal convictions. The Code provides a basis for assessing each case and deciding whether the actions of the teacher are acceptable or not.
(Allegations which raise issues relating to the safety and welfare of children and young people under the age of 19 are dealt with by the Independent Safeguarding Authority, not the GTC.)
Important though regulation is, we see the new Code as having a value far beyond this. Because it is positively worded, it can support good practice. For example, it can aid schools in the induction of new staff or governors, or in the review of school ethos, and it certainly can play a major role in helping trainee teachers understand the specific attributes of the profession. We are preparing materials to help in these tasks.
And indeed, for the individual teacher, it can help guide them at key decision points in their careers.
Please note though that the Code is not a disciplinary tool in itself. The GTC does not have powers over employers or the employment of teachers. The Code is not written for use by employers in their own disciplinary procedures.
